INSURANCE INDUSTRY - Kabul (Islamic Republic of Afghanistan), 2012

Introducing the Takāful proposition to the benefit of the four conventional companies writing business in Kabul and of the Regulatory Authority. Remit included tackling regulatory issues, business modeling, product development (three policies), and capacity building.

The remit to work with the Afghanistan National Insurance Company, Insurance Corporation of Afghanistan, Afghan Global Insurance, Insurance Group of Afghanistan and the Afghanistan Insurance Authority - Ministry of Finance, included the following deliverables:

  • a Takāful workshop as a launching event to introduce the audience (insurance professional and stakeholders) to the meaning of Takāful and the shariah perspective; its contracts and actual practice; the present state of the Takāful industry; regulatory issues; how to build a model for Afghanistan
  • a market survey themed:"From Conventional to Takāful? - Strategic Considerations". It included: Takāful: A Tool For Social Cohesion In Face Of Epochal Changes; Regulator And Players - A Burgeoning Sector; Demand For Insurance - The Market; Assessment Of The Market; The Insurance (Takāful) Industry In Perspective - Is The Timing Right?; Takāful Findings; Takāful Recommendations - The Way Forward; Lines Of Possible Takāful Products; Possible Product Development; Annex 1 - Questionnaire
  • the development of the operational model. It included: General Operational Framework; Operational Models; Organisational Structure; Solvency Requirements; Corporate Governance Requirements; Shariah Requirements; Products Design and Pricing; Contracts & Underwriting; Retakāful; Financial and Capital Management; Valuation of Liabilities; Claims Management; Distribution of Surplus; Risk Management
  • for the Afghanistan Insurance Authority - Ministry of Finance: general guidelines for the establishment of a regulatory framework for Takāful. It included: regulatory implications of the Takāful model; the IAIS insurance core principles applicable to Takāful; the IAIS insurance core principles that require adaptation; final recommendations
  • for the conventional insurance companies: product development. Family-Takāful policy for public employees (mudhārabah); General-takafulizing motor vehicle plan (wakālah); General-takafulizing property used as collateral (wakālah)
